All Kids is Governor Blagojevich’s landmark health insurance program that provides Illinois families with affordable and comprehensive health care for children, regardless of family income, immigration status or medical condition. Higher income families may have co-pays and premiums based on reported family income. Healthcare and Family Services (HFS) administers the All Kids program. As part of the All Kids expansion on July 1, 2006, children previously covered under Medicaid and KidCare are now covered under All Kids. This Web page helps providers find useful information and links on how to work with HFS in providing medical services to the children enrolled in the All Kids program.
The expanded population will be enrolled under Premium Level 2 through Premium Level 8, depending upon the family’s income (All Kids Income Standards & Cost Sharing Chart).
Provider Releases
HFS communicates changes in its coverage and billing policies through the release of provider notices and bulletins. In addition to mailing the notices and bulletins to providers impacted, HFS also posts all notices and bulletins under the Provider Releases on the HFS Web site and sends an e-mail to providers registered for e-mail notification. In general, All Kids operates under similar procedures to the previous KidCare program. However, changes such as the family cost sharing for the expanded group coverage are communicated via provider releases.
Provider notices and bulletins are organized in date order under the provider category impacted by the information being communicated. Eligibility Verification
The All Kids medical cards issued to families with children covered by All Kids Premium Level 2 – 8 will contain a message advising the provider that co-pays apply to most medical services. Providers will use the same means [MEDI, REV and AVRS] to check eligibility for the expanded All Kids program as used now. The MEDI and REV eligibility systems will include information on the specific co-payment amounts. The AVRS eligibility system will only identify the All Kids coverage level, not the specific co-pay amount.

Provider Enrollment
Medicaid Providers currently enrolled with HFS need no special enrollment in order to begin seeing patients covered under the All Kids expansion. They can begin seeing children covered under All Kids Premium Levels 2 – 8 immediately in addition, to those in All Kids Assist, Share and Premium who were previously in Medicaid or KidCare.

Billing and Prior Approval
There are no changes in the billing or prior approval policies or procedures for the children covered under All Kids Premium Level 2 thru Premium Level 8. Providers should follow the same billing and prior approval policies and procedures used for any participant covered by one of the HFS' medical programs.
Provider Handbooks
Provider handbooks are organized into three chapters. Chapter 100 contains policies and procedures that apply to all providers enrolled with HFS. The Chapter 200 series contains policies and procedures specific to a certain provider type or service. Chapter 300 contains policies and procedures for electronic billing. Most of the handbooks are available for downloading under the Provider Handbooks on the HFS Web site.
Appendix 12 and 13 of the Chapter 100, General Policy and Procedures Handbook have been updated to include the co-payment amounts for All Kids Premium Level 2 thru Premium Level 8.
E-mail Notification
HFS encourages all providers to sign up for e-mail notification of provider related communications. Providers may register to receive e-mail notification each time HFS posts provider-related material to the Web site by registering to receive e-mail notification on the HFS Web site.
In addition to selecting specific provider or service categories, it is recommended that all providers select the “All Medical Assistance Providers” category. HFS mails all notices and bulletins to providers, but by registering for the electronic notification providers get information without any delay in mail delivery.
Medical Electronic Data Interchange (MEDI) Internet Site Registration
Any provider enrolled with HFS can use the MEDI Internet Web site to verify eligibility, submit claims or check claim status. All of these features can be accessed free of charge through a standard personal computer linked to the Internet. No additional hardware or special software is needed in order to use the MEDI system. To ensure confidentiality of information transmitted through the Internet, providers are required to register for a digital certificate and then complete the MEDI registration process.
